Workshop abstractThis tutorial will provide participants with opportunities to work on practical exercises to develop and implement improved workforce management practices using the People Capability Maturity Model (People CMM®) from the Software Engineering Institute (SEI) as a reference. The People CMM is presented as a roadmap for implementing workforce practices that continuously improve the capability of an organization's workforce. The main process areas of People CMM that deal with current workforce challenges are discussed. The way People CMM practices can deal and debunk established myths and syndromes of the HR profession is also presented.
Participants will be able to learn practical ways to increase their organizations’ effectiveness and develop lasting competency improvement programs that translates into competitive advantage through a participative-empowered organizational culture. Concepts from the People CMM are used to view an organization’s approach into its stakeholders’ communities in new, innovative ways.

Navigating the Labyrinth of Modern HR
In today’s organizations, HR is frequently challenged with conflicting expectations. From the need to contribute more “value” to the business, to facilitate growth and development for the people in the organization; or the frequent claim that HR must have a strategic positioning within companies all of these without turning back to the day-to-day responsibilities: training, compensation and others. The fact is that quite often the HR function is under tremendous tension, facing conflicting views such as cost vs. investment considerations, short term vs. long term, or strategic vs. tactic.
If we look also at many of the current trends: shrinking labour availability; aging-soon retiring workforce; immigration; globalization; knowledge intensive works, etc. the situation only appears to be becoming worse.
At the same time, many recent motivational tools and techniques; as well as development programs have felt short of the promised improvements and benefits. Several studies highlight that traditional training methods frequently fail to deliver long-term change in the behaviours and skills of the people attending such development activities. At the same time, both technical and management personnel require knowledge and skills that must be current to the latest technologies and methodologies; as well as aligned with business needs. It is in this context that organizations face the challenges of having a prepared workforce that is properly trained and knowledgeable on its core competencies, by defining, developing and rolling out (competency-) models that allow them to achieve long-term success.
It is therefore, not very surprising that HR professionals feel confused and often disoriented. Just as if they were lost in a “labyrinth”... Fortunately, even from the most mythical labyrinths, as Theseus did, one can figure the way out if provided with a valid guide.
